Netalitica is hiring test list researchers for our ongoing project – “Developing Test Lists for Censored Online Content”. The project aims to improve Citizen Lab’s test lists that network probes like OONI Probe use to do discover blocking of websites. We are hiring researchers to update the lists for the following regions/countries:

Asia: Cambodia, Philippines, Bangladesh, Singapore, Tajikistan, Uzbekistan

Africa: Egypt, Senegal, Lesotho, Tanzania, Zambia, Nigeria, Mali, Cameroon, Malawi, Botswana, Mozambique, South Sudan, Namibia 

LATAM: Mexico, Chile, Paraguay, Cuba, Panama

Europe: Georgia, Armenia, Serbia, Kosovo

This is a part-time research position where country researchers will be hired on a monthly basis. More countries will be added as the project unfolds.

What will you do:

You will have one month to update the test lists of your country of interest. Netalitica will provide you with training and reference materials how to conduct the updates. You shall spend 4 hours daily to conduct the following activities:

• Update the test lists of your country of interest with fresh URLs of blocked and not blocked websites from 30 thematic categories. For this purpose, you shall examine resources on Internet censorship issues such as research papers, media accounts, social media channels, reports of digital rights organizations, etc. Daily time allocated for this activity: 1.5 hours;
• Review existing in your test list URLs and fix the faulty among them (e.g. dead, outdated, irrelevant websites). Daily time allocated: 2 hours;
• Make sure that all of the 30 thematic categories are populated with websites;
• Outreach to local Internet freedom organizations and researchers to vet your updates and to collect additional entries for your list. Daily time allocated: 0.5 hours;
• Meet online with Netalitica twice a month to review your progress;

You should have

• Excellent reading and writing skills in the local language(s)
• Strong research skills
• Knowledge of the Internet landscape of your country of interest including the local Internet censorship regime, digital rights organizations, etc.
• Experience in researching Internet censorship topics and using network measurement tools (e.g. OONI probe) is an asset
• Experience using anonymization tools and ability to conduct this research safely

Location

Remote. This is a part-time position that does not require you to be located in the country that you intend to research.

Salary

The payment for conducting a full update of a single test list is $3,528 USD, based on $42 USD hourly rate and 84 work hours per month.

The Start date will be determined following interviews with successful candidates.
