Improving Test Lists of Censored Online Content

The project aims to improve Citizen Lab’s test lists that network measurement tools (i.e. OONI Probe, Centinel) use to uncover blocking of websites. If network probes have evolved over the years, test lists for some countries and regions have seen little updates, which negatively affects the quality of collected measurements and wastes resources of testers on the ground. This project aims to address these issues by updating the lists for select censorship hot spots around the world and advance recommendations for streamlining the process of updating lists. Researchers welcome! Use this “Guideline for Test Lists Researchers” to get you started. This document will introduce you to the test lists and provide instructions how to update them with fresh URLs, clean the lists from problematic entries, improve their balance and offer tips for conducting the research safely. You can also check our Power Point presentation on this topic.

To update actual lists, you are going to work with copies of the original lists, available for download in .CSV format on GitHub. Upon downloading the list of your country of interest, please expand the existing columns of the spreadsheet, as suggested in the “Sample CSV Spreadsheet for Updating Test Lists” . You will be entering your updates into a copy of the original file, which Netalitica will review and subsequently send to OONI and Citizen Lab for public inclusion on GitHub.
